Rent level 6: what it means for Hamburg

The Housing Benefit Act (Wohngeldgesetz) divides all cities and municipalities into seven rent levels – from I (cheap) to VII (expensive). All of Hamburg is uniformly in rent level 6. For you this means: higher rent ceilings and therefore more possible housing benefit.

What the rent levels represent

The rent level describes how local rents compare with the national average. It determines the maximum amounts up to which rent is taken into account for housing benefit – and the income limits.

Hamburg: uniformly level 6

All seven districts and all neighbourhoods of Hamburg belong to rent level 6 without exception – there are no differences within the city. The classification is reviewed regularly.

The city comparison

  • Leipzig: rent level 2
  • Berlin: rent level 4
  • Hamburg, Cologne, Düsseldorf, Stuttgart: rent level 6
  • Munich and a few other cities: rent level 7

The Hamburg rental market 2026

The average advertised rent is around €15.48/m². Particularly expensive are Rotherbaum (€20.71/m²), Neustadt (€20.41/m²) and Harvestehude (€19.97/m²) – it is cheaper in outlying areas such as Neuenfelde, Altenwerder and Finkenwerder (around €10.37/m²). New-build flats cost €22.94/m² on average.

What this means in practice For the housing benefit calculation, your gross rent excluding heating counts up to the level 6 maximum amount. Because this is high in Hamburg, a large share of real rents is fully taken into account – which increases the possible subsidy.
