Who gets housing benefit?

Housing benefit goes to households on low or middle incomes that cover their own living costs – but whose money is not enough to pay their rent in full. Four requirements must be met.

The four requirements at a glance

1. You have a minimum income

You must have your own minimum income that generally covers your living costs. As a rule of thumb, this is around 80 per cent of the standard rate of citizen's allowance (Bürgergeld) plus your rent including heating.

2. You stay within the income limit

Your total income must not exceed the income limit that applies to your household. It depends on household size and rent level – Hamburg is in the high rent level 6, which is why the limits are comparatively generous.

3. No transfer benefits that include housing costs

Anyone receiving citizen's allowance, basic income support in old age (Grundsicherung im Alter), social assistance (Sozialhilfe) or benefits under the Asylum Seekers' Benefits Act (Asylbewerberleistungsgesetz) cannot get housing benefit – these benefits already include housing costs. Unemployment benefit I (Arbeitslosengeld I) and short-time work allowance (Kurzarbeitergeld), however, do not rule out housing benefit.

4. You live in Germany

You must have your residence or habitual abode in Germany. German citizenship is not required – EU citizens are treated equally, and non-EU citizens need a valid residence permit.

Housing benefit is not a niche benefit: at the end of 2024, around 26,330 households in Hamburg received housing benefit. Typical recipients are:

  • Pensioners whose pension does not cover the rent
  • Employees on low incomes
  • Single parents and families
  • Recipients of unemployment benefit I or short-time work allowance
  • Students and trainees in certain situations
