Housing benefit for EU and non-EU citizens
You do not need a German passport for housing benefit (Wohngeld). What matters is your habitual residence in Germany, your income – and, for non-EU citizens, a valid residence permit.
EU citizens are treated equally
Nationals of the European Union, the EEA and Switzerland are legally on an equal footing with German nationals when it comes to housing benefit. Exactly the same requirements apply to them as to all other applicants.
Non-EU citizens need a residence permit
Anyone coming from a country outside the EU needs a valid residence permit. Because housing benefit requires your own income, living costs are considered secure in these cases – receiving housing benefit therefore generally has no negative consequences for your residence status.
Who is excluded
Anyone receiving benefits under the Asylum Seekers' Benefits Act (Asylbewerberleistungsgesetz) cannot get housing benefit – those benefits already include housing costs.
Diplomats and members of foreign armed forces who are covered by international agreements are also excluded.
